They communicate with parties who benefit from their findings, and act as advisers in the development or implementation of or reporting on foreign policy.

Today, you're job is to aid the implementation of novel US policies by advising which path to follow. Good luck!

[[Yes - let's begin!]]

Pulic affairs specialists are the link between the American public and the Department of State - you are responsible for communicating and explaining the policies put forth by the Department of State to the media.
Over dependence on Arod

Arod is a developing third world country located 800 miles south of the Tropic of Cancer. Arod is an extensive producer of Airin - a medicine producable in almost any part of the world. The United States is the largest importer of Airin from Arod as the medication helps mitigate migranes in many many people.

A recent war in Arod has halted the supply of Airin - leaving many US citizens without this essential medication. Even though the US does produce Airin - it currently does not do so in the massive quantities needed to meet the demand in the United States.

What policy would you suggest America needs to adopt with respect to the production of Airin?

[[Bring the manufacturing of Airin to U.S. shores - making the US self sufficient]]

[[Implement an agreement with several other countries to produce Airin]]

[[Invest money in research for an alternative to Airin that is easily producable within the United States]]

Bringing manufacturing to U.S. shores

Bringing manufacturing to U.S. shores is a good idea - however manufacutring costs of Airin in Arod are lower. This would make it economically inefficent to produce Airin in the United States. The United States’ higher labor costs would make U.S. industries uncompetitive in global markets. A large black market might open up for Airin imports from Arod. Additionally, U.S. Citizens would be faced with higher costs.

If the U.S. government uses subsidies and price ceiilings to fix this issue - it creates a heavy toll on the U.S. budget.

[[Consider another solution->Let's look at Policy 1]]

[[Move onto the next policy->p2]]

(set:$tempPolicyPoints to 1)
Implement an agreement with several other countries

Perfect! This seems like the most viable option. Having only the U.S. manufacture Airin would lead to massive economic distress on the givernment budget as manufactuing costs in the U.S. would be much higher than in Airin. Instead, creating an agreement with multiple countries will help reduce costs and imporve manufacturing. Moreover there is no longer dependence on just one single country.

Even though this is the most viable option, there are still some issues with it. The U.S. need to ensure that its public relations with these countries are well maintained. This might require a bit more additional effort - but the Agreement would be a step in the right direction.

[[Move on the the next policy problem->p2]]

(set:$tempPolicyPoints to 3)
Invest money in research for an alternative to Airin

While this is a viable option, there is no guarnatee that an alternative to Airin with the same effect and production cost would be found. Additionally, this is an additional expenditure for the U.S. Government.>

Could there potentially be a better solution?

[[Move onto the next policy->p2]]

Wonitan or Petitan?

Wonitan is country 230 miles from the Arctic circle. Recently, the Wonitan Government has tried to take over Petitan, a neighboring country, as explorers have found maps indicating the Petitanian territory actually belongs to Wonitanians. However, Petitans disagree with these findings as they claim Petitan was founded 480 years before Wonitan came to be.

Many present day U.S. Citizens have their ancestral roots in Petitan and Wonitan. A U.S. led investigation concluded that the map in Wonitan is invalid and made in order for Wonitan to overtake Petitanian land.

The U.S. currently had positive relations with both countries and relies on these countries for certain imports. The U.S. imports cotton from Petitan and wool from Wonitan. Research shows that Wonitan's supply of wool is more important that Petitan's supply of cotton to the United States.

What public policy do you think the U.S. should adopt?

[[Don't officially take a side - maintain relationships with both countries]]

[[Support Wonitan in it endeavors since we rely on them for wool]]

[[Support Petitan as there is no evidence to support Wonitan's claims]]

Don't officially take a side

While this might seem like a good approach - this might actually end up angering both countries. Petitan might get offended when you do not explicitly denounce Wonitan's actions and vice versa. Additionally, other countries in the world might also view the U.S. as indecisive for not picking a clear side.

Here are some recent policies that you should familiarize yourself with:

The United States has recently banned the importation of Airin - a headache medication - from the country of Arod. This is because the Government has conducted testing and the USFDA has found traces of lead in the medication - making it dangerous for humans.

The United States has changed visa rules for international students. Students on the F1 visa are now allow to stay on for 2 years after they graduate university if they obtain a GPA of above 3.0. This policy has been implemented to encourage students to perform better in university.

The United States has formed a multilateral trade agreement with Canada, Mexico, and the United Kingdom in order to reduce economic barriers between the countries.

[[The increase in visa duration doesn't apply to all students - it only applies to students who have a GPA higher than a 3.0.]]

Media Correspondant 1:That makes sense - thanks!

Media Correspondant 2:Good morning! Our team has heard that the importation of Airin has been banned. Millions of Americans depend on Airin to get them through the day. Why has this policy been put in place?

Your response:

Interesting answer! You said "$solution".

This is a good answer. Another alternative includes:

While the multilateral agreement might give an oportunity to non-U.S. citizens to work in the United States, it also opens up jobs for U.S. citizens in other countries, increasing the net total of available jobs. It also boosts economic growth as the U.S. will be able to obtain resources at cheaper prices. This would lower overall costs on consumers of the goods.
